Off-budget resources: problems of their deriving and usage by budgetary organizations

The paper considers the basic problems of budgetary organizations in modern conditions. The difficulties of off-budget funds' obtaining are accompanied by complication of safety and usage of these funds, the low salary - by impossibility of these funds' increase. The paper analyses some ways out of budgetary organizations' problems.

Federal Contract System as a mechanism of state management

The paper considers the mechanism of the USA Federal Contract System. The experience of state management is of great interest for Russia as the Federal State Order (which is an analogue of Federal Contract System) has been put into practice in our country. The attention has been also paid to establishing and developing of the Federal Contract System in the USA. The possibilities of using the Federal State Order in Russia have been shown as well.
